Fix for hang issue when using this mod with Sukritact's Simple UI.

Created better penalty checks so that cities that joined you due to a loyalty flip have no penalty. Cities gifted to you have -5 penalty. Cities captured through combat still have -10.
Added simple loyalty bonuses based off number of districts/wonders in a city. Plan to expand on this in the future.

Removed Rise & Fall expansion from the dependencies so that those with only Gathering Storm can activate the mod.
Updated Compatibility/CityBannerManager_Suk_UI.lua to the latest version.

Fixed bug that made captured cities start with (max loyalty - 50) which could result in cities starting with 0 loyalty.

Removed always loyal benefit from palace. Instead capital recieves no maximum loyalty penalty.
