Small bugfix for T3 fighters

Reduced Techcosts for a smoother , but also more viable approach for strikecraft to be used in earlygame stages.
Adjusted fighter behavior for a more balanced Gameplay experience.

Big Update:

Fighters behave better now , more adjusted damage , and better overall performance
Carrier type builds now mostly win over other builds that arent kitted with PD / FLAK / Fighters (about 1:2 carrier:enemy)

Fixed Fighter Performance to match actual measurements (Error was due to hidden multiplicators)
Fixed Bomber acceleration
