Fixed a bug that if building queue has multiple items, moving district with buildings will complete building queue items instead of buildings.

Fixed an issue that sometimes the district is not build after move.

Add a checkbox in map options to allow show/hide move district buttons (to avoid further mis-clicks).

Gracefully handle failure when the district cannot be moved if one of its buildings has special build requirements. Like the “Water Mill” in "District Expansion: Industry" mod.

Changed to show the "move" icons only when the city production panel is opened, to prevent mistaken clicks.

Hide move icon when player enters other interface modes, like purchasing plots and managing pop.
