Disabled 2.0.2's war exhaustion modifier, because its lazy. Mines better =P

Also updated to 2.0.2, because people want this.

Fixed the repeating exhaustion/recovery event bug when you get into multiple wars

Rescaled Max Attrition War Exhaustion from 0.5 to 1.0, while slowing down attrition by roughly 15%. AI's will no longer infinitely stay at war.
