Gave nurgle cyclic building static average garrisons for all levels of the same building chain. It is very unfortunate that it came to my attention that nurgle cyclic building garrison don't get updated when the buildings are upgraded. Giving them all run-of-the-mill garrisons on level 1 is as much as I can do due to the engine's limitation
