- Added a new Flatten Faction Potential MCT setting to set all AI faction's faction potential to 100 before any modifications are applied.

- CA's random_number() function does not work with negative numbers, I've written a custom function to address that. This corrects the issue where factions can only have their faction potential increased.

- Corrected an error when logging was enabled and a unit Tier was 'nil'. Concatenating a nil value is not allowed.
