- fixed bug which triggered civil war effects when there was no civil war at all; thanks to Caesar for the report and help to fix the problem

-some general changes regarding to balance
-there should be more political events/incidents
-now loyalty bonus should be appiled only to general who was main attacker/defender (so no for generals commading reinforcements troops)

-now secessionist/civil war factions can recruit most of its units from major city building (military building is no longer needed, which should help them to become a real threat for the player) - for now I have covered rome and some barbarian factions but work is in progress

-bonuses for loyalty were rebalanced
-fixed issues with some mod's features doesn't work properly after loading the game

-bonuses to loyalty from winning the civil war/secession were decreased
-new mechanics was introduced - now when new party is created you lost part of your influence but gain some loyalty instead - all to make forcing new party instantly to secession a less viable option to play the game (because of high loyalty buff from winning secession/civil war)
