His force was already exempt from it, but I don't know whether the associated unit's upkeep would cause issue or not

Rhox: Fixed some stupid script bug for the giving new LH to the Fooger, if Fooger was not the human, everybody but Fooger was gaining access to the new LHs.

Should be fixed now and only Fooger will gain access to them
