- Reverted changes to special projects and fallen empires needing a lower fleet power value to awaken, as the vanilla values are much more reachable now and much more appropriate, especially for how powerful fallen/awakened empires are in this mod.

- Increased fleet power exponent back to 0.55.

- Increased diplo weight from fleet power to a factor of 1.
- decreased mia time multiplier to 0.55.
- Set ships to engage with targets when within 75% of their max range.
- Removed torpedo_1 tech as a requirement for torpedo combat computers.
