country_types changes (slight AI fleet composition change).

PDX fixed a federation fleet bug which means that fleets no longer has to be 100% battleships and I think the current setup would be a bit better

Fixed lithoid hiveminds being able to change their food policies when they were not supposed to.

AI will now build shipyards even at chokepoints.

This prevents one of the problematic failures when AI wouldn't build any modules at all.
