Added special plans for unorthodox origins (ringworld/void dweller), their AI still should be improved, but it no longer autocollapses (I am temporarily using economy plan for them).

Fixed reported tech bug, tweaked galaxy spawn (I went overboard with merchant guilds spawnrate causing everybody to be one).
