Fixed an issue where the empire's upkeep was being increased instead of decreased

Fixed an issue where Nakai's Kroxigors were missing skills

Fixed an issue where High Elf skill "Efficient Planning" was not behaving as expected

Resolved an issue with a bad effect scope setting causing problems in multiplayer games

As per user request, upkeep reduction decreased across most factions
Cathay sorc lord magic skill no longer affects army range
Bonus income skills have had their effects reduced in some cases

Fixed an issue where Cathay's "Master of the Eight Winds" skill was only applying range buffs to generals (who have no ranged attacks)

Updated Snikch's combat skill line to now be on the correct row (hopefully)
