Bugfixes!

*Fixed the Peaceful Society and Social Darwinism civics granting Administrators additional production (they have been replaced by Politicians).
*Fixed origin traits being able to be applied to any other species, as well as removed with the gene-modding techs.
*Fixed some edicts missing a cost.
*Got rid of a trigger for some buildings that could've caused unknown issues.
*Stopped special Master AI weaponry tech appearing for players.
*Removed a bunch of unfinished code from various files that showed some future ideas. ;)

Most of these issues were due to the 3.3 update, so hopefully that won't be a problem anymore.

Machine and Nihilistic Cult civics changed:
- -2 society output removed, as Priests now produce Unity only.
- Engineering/physics output bonus decreased to 2 from a previous 3.
- Engineering/physics research speed reduced to 5% from 10%
