Fixed some building bugs, changed the fallback economy plan a bit (so it shouldn't try to build robots/clonevats)

Made AI decide their colony types a bit better (they used to use the vanilla designations).

It doesn't change much economically, but you should see things besides the bureaucrat worlds now.
