Split Strategic Resources into a separate mod. Link

Added strategic resource costs to tier 2 and 3 Farms, Mines, and Power Plants.
Tier 2 Farms and Mines cost 10 Volatile Motes to build and have 1 for upkeep. (25build/2upkeep for tier3)
Tier 2 Power Plant costs 10 Rare Gases to build and 1 for upkeep. (25build/2upkeep for tier3)

Updated Geo-Thermal to Geothermal (Thanks Booperius)
