Why yes it can with the update that Petroglyph provided, you can track individual unit ID's both in tactical and galactic modes. It's possible to make a system where you can upgrade units and heroes after a condition is met.
As for myself, I don't have interests at the moment to create such a submod.
I removed the build limit on the unit XML data found in the files.
To do this yourself, go to the following path:
C:\Program Files (x86)\Steam\steamapps\workshop\content\32470\1976399102\Data\XML\Units
Then find: Republic_Space_Units.xml (Make a backup of this file when you want to revert the build limit)
Look for `<SpaceUnit Name="Mandator_I_Dreadnought">` in the file and inside its ship data, find <Build_Limit_Current_Per_Player> and <Build_Limit_Lifetime_Per_Player> then either set to a higher value from 1 or delete the line.
Hopefully now that this submod has been brought to life.
Time will tell.
