* Script refactor/clean-up
- Better readable variables
* Added new method to clear unused unit health data which triggers every 4 cycles
- Intended to help memory usage with how much data is tracked. (just in case performance issue starts late into a campaign)
* Bug fix for tactical units
- Certain units which inherited data also inherited the wrong hardpoints, leading to incorrect damage dealt.
* Re-added production listener and tactical tracker
- To help with tracking which units are active on the GC.

May not be save compatible so is recommended to start a new GC.

Balance change to reduce repair fee for Dreadnoughts and Capital ships.
- Old and New values: 4.5% and 4.2% => 4% and 3% respectively.

Minor change made to allow hardpoint list entries to inherit other ship data.
- Simplifies entries without needing duplicate entry data.

Removed dependency from library file, added custom util function script.
- library file no longer linked to script => will be cleared with future update.
- special case for campaign unit data added to script for unit fee value.

Notice:
Update may not save compatible with ongoing saves due to updated hardpoint entry changes.

Added submod configuration popup to start of GC:
* Choose T3 | T4 shipyard units to have Persistent Damage.
* Choose additional Persistent Damage mechanics
- Additional Shipyard repair bonus
- AI vs AI Persistent Damage engagements

Updated display list for Persistent Damage default view to list by planet.
Added toggle-able display list for Persistent Damage unit viewing.
* Cycle between list by class | category (Similar to base mod) and list by planet.

Various refactor/ fixes to original code
