done a little digging in Odyssey DLC codes and those storage and shuttle fuel storage codded like generators so lowering their capacity remove the extra fuel not returning them for saving the fuel first disconnect them from network with better using a valve then extract the fuel from them then choose your desired capacity before opening the valve again
i dont have the Odysey DLC so i cant reproduce that
but that bug funny and not funny at the same time and simply dont know why that happen
it's caused by a mistake in old how patch for Vanilla Chemfuel Expanded - Unofficial Expansion handle it
it's possible mod not correctly updated it first Un-Subscribe from this mod make sure it's folder removed then Re-Subscribe to the mod

about wealth i think it's same not tested myself but it's possible by emptying one storage and store it in storage zone see it's cause any sharp difference or not

I tried gizmos and it crashed my game, as in when I got that mod and loaded my world it just gave up and totally failed, so I guess I could do something with the sort construction menus but I think I'm just gonna give up until I figure something else out
tried to implant that but not work correctly so i remove it you can use this mod and it's do great job and work on the fly too

output building (Taps) from every pipe mod have a built in gizmo to control amount of output it's started at 10
if you mean storage capacity no there is no limiter in the code (at-least not to my knowledge)
however you can create a patch to limit it
[FSF] FrozenSnowFox Tweaks done it for some mod and his autur much better than me maybe he can help I dont have that much of knowledge to make a mod menu tweak option

there is a way you can do that your self but it's require you know how to edit XML files
better use notepad++
make a local copy of this mod now you can change xml files in Def folder easiest way is only keep one of the file and use replace capability of Notepad++ to change def names like Gold to Ammo7.65 or whatever
for texture make sure texPath correctly addressed
you need just make sure to edit files in Language folder too
and About folder too specially if you want to published it
then tested it in dev mod by only essential mods only and if work use it
