oopsie doopsie plague and resonance hopefully no longer waitlock on large enemies

Resonance and Plague no longer do 1 damage or stack at a time. Hospital signs now use appropriate move visuals and have simpler intents. Fairy's Fitment and Jeweler's Tools now work as intended. Exit signs now properly work with Fleeting (I hope).
