Furry helmets are back, for EVERYONE!

- Added Vanguard Oppressor Assault Rifle
- Nerfed Vanguard and Infil weapon kits (no more prototype weapons)
- Reverted helmet sprite change for Vanguards and Infiltrators (i'll probably use the "new" helmet sprites somewhere else at some point)
- Fixed Pistol AP magazine firing blanks

Anti-bloat time, might cause issues but that's the price we have to pay for bad ideas.

- Added a delay on medical equipment, first aid kits now take some time before healing begins

- Fixed strange identifiers for NPC itemsets (how did i not notice them prior?)

- Removed some more redundant sounds (this will cause issues on first load and also with EHA FFE, i've already notified Shorty and he'll update his mod once available to)
