Fixed a bug where an integer underflow would occur with saved static floats.
Added a performance system toggle.
Major tweaks to performance system to almost completely eliminate floating debris.

Setting default system redone.
Defaults now load correctly. If a saved value is missing, rather than returning nil, it still provides a number, so I had to work around that limitation.

Major settings redesign.
New settings notification for updates: The settings page will update you when there are new settings to configure.
Default settings will be loaded at the start of the game if a player never checked the options.
Two new settings to control mass: Minimum Body Mass & Minimum Collapse Mass.
Unfortunately, this caused a setting reset. This will not occur again, the framework I have allows dynamic updates.
