Fixed Pagan holy sites issue, for real this time.
Added proper German localization, thanks to Collateral.
The Disabled Fabricated Hooks & Secrets option no longer behaves exactly like its Limited counterpart.
Vanilla fix: Bastard fabrication now properly sets a bastard trait and changes the dynasty of the target.

Added 'Extremely Slow' and player-only options for 'Faster' and 'Significantly Faster' to vanilla culture/faith conversion speed rules.

Added 'Playable Governments' rules. Allows you to play as any government type and enables feudal succession laws for them. Experimental - try at your own risk!

Potential fix for error logs showing up for 'apply_limit_modifiers_effect'. This error was likely happening because theocracies and republics don't have a proper player heir to apply the effect to.
