Stuff added and number tweaked!

CHANGELOG:
-You will now know in the intrigue window whether an empire has any of the vanilla jump drive techs. (Level 2 Intrigue)
-You will now get notifications of when an empire has started colonizing a planet. (Level 2 Intrigue)
-You will now get notifications of when an empire has started/finished terraforming a planet. (Level 3 Intrigue)
-You will now get notifications of when an empire has finished researching certain technologies. (Level 4 Intrigue)
-Changed energy income information intrigue requirement from 3 to 1 to make Level 1 Intrigue actually useful.
-Changed consumer goods income AND deficit information intrigue requirement from 5/4 to 2.
-Changed food income information intrigue requirement from 4 to 1 because food doesn't feel THAT important.
-Changed strategic resource deficit information intrigue requirement from 4 to 3.

Balance changes to information gained from intrigue is gonna wait. This is more important and I REALLY need sleep right now.

UPDATE:
-"Overhauled" the intrigue calculation system so that it actually works correctly (the major mod-breaking bug, I should be ashamed of myself).
-The Gather Intel mission now has almost no cooldown (900 days >> 90 days) and immediately gives you information on your target. I would have used an edict for this but realized that I couldn't do that after finding the mod-breaking bug.
-Denying an espionage mission now has reduced cooldown (360 days >> 90 days).
-The cooldown on espionage/sabotage missions is now adjusted: Succeeding an espionage mission and doing a sabotage mission (regardless of success) now gives a cooldown of 2700 days (from 3600 days). Failing one is 900 days (from 3600 days).
-Bug fix on sabotage missions not correctly giving the sabotaged empire the correct results. To elaborate, if two empires were to sabotage you with the same sabotage mission and chose different sabotage choices, you are now guaranteed to fail regardless of what you pick instead of always succeeding. This may be subject to change depending on feedback.
-Updated the in-game guide to accommodate to the changes.

NOTE: There may or may not be stuff I missed due to randomly replacing experimental files gone wrong with old files.

Fixed an issue with the Gather Intel espionage mission leaving you stuck spying on an empire forever. Will cause some issues with people who are spying on an empire but haven't picked their "sabotage choice" yet but for those with that problem wait a few in-game months (minimum 4) and spy on that empire again.

EDIT: MINIMUM WAIT TIME IS 4 MONTHS, NOT 3

-You will now get a notification for when you successfully do an active sabotage mission.
-The notification for successfully doing a regular espionage mission is now changed from an event window to a notification pop-up.
-Some missions that would give a biological empire food maluses now check for lithoid empires and give them a mineral malus. Could be missing some stuff though.
-Correction on the help menu.

Quickfix: Made sure that the AI can't trigger espionage events like a human player. It may seem like a human player doing it on the surface but they have their own ways of triggering it.

-Spying on empires is now easier! It's basically the same thing except you no longer need a leader to become a spymaster at your capital. However, you will need to leave your fleet idle at the espionage site for 30 days to start setting up. This may have fixed some reported cases where you're not able to spy on other empires.
-You can now see which empires you are currently spying on in the Espionage map mode.
