UPDATE:
-Localization fix on orange colored text.
-Fixed errors on AI spying.
-Espionage missions that are mutually exclusive to each other (i.e. Leader Scandal and Drone Interference) will not show up as options together to reduce clutter.
-The AI should no longer be able to spy on you without having an envoy on you.
-You can no longer use the Spy on Empires edict if you don't have intrigue on anyone and don't have an envoy on anyone.

Remnant code is going to be the death of me isn't it?

UPDATE:
-Assassinate Leader mission should no longer target leaders with certain traits that make them immortal. If an empire does NOT have any non-immortal leaders to kill, the mission cannot be done. Rulers are no longer exempt from being picked as a candidate so long as they don't have certain immortal traits.
-Naval Maintenance mission now requires level 3 intrigue.
-Removed a rogue remnant AI file that shouldn't have been there.
-Removed remnant code for espionage cooldown when you're viewing intel on another empire. (Note that the bug fix for this won't fix notifications triggered beforehand so give it about an in-game year)

-Localization changes in espionage missions
-Bug fixed where you're weongly getting a 900-day notification cooldown even though you successfully did an espionage mission
-Bug fixed on scope for espionage cooldown notifications for when an empire does a successful espionage mission
-Diplomatic Envoy mission is back but sadly not reworked yet as the "rework" is not ready yet. Opinion modifiers from the Diplomatic Envoy mission changed from +/-30 to +/-300. Decay changed from -/+1 per year to -/+2 per month.

DISCLAIMER: The bug fix on espionage cooldown notifications won't work on notifications that were already going to fire anyway. So give or take around 10 years until you won't see any more of the bugged ones for existing saves.

For some reason, the espionage edicts didn't check for requirements to spy on others. Now they do. So long as you're not able to wage total war, you should be fine.

Quickfix: Espionage Cooldown map mode should now show genocidals as empires you're unable to spy on due to envoy limitations. Should be for real this time. Your own empire will also be red if it cannot use espionage due to being able to wage total war.

UPDATE:
-Fixed localization for tech notifications
-All espionage mission results show their target empire's results for both success and failure to the spying empire. Both the spying empire's event and their target's is nearly identical except that the spying empire will get "Our spies are relaying a transmission from an advisor of [EMPIRE NAME] to their [EMPIRE RULER TITLE]" at the start of their event descriptions and that their response is always "Debrief over".
-Trade Policy mission now cannot be done on Trade League Federation members. This is a temporary change.
-Removed the Diplomatic Envoy espionage mission temporarily until a rework on it is done.

Bug fixes!
-Bug fixed where trying to increase intrigue from level 1 to 2 would check in the wrong scope for some reason.
-Intel event window should no longer show "#Unknown" for some information.
