I have however been thinking of making an rng charger mechanic that allows the Charger to either do as you say, or do as he generally does in the game.
The Meaner Charger/Lesser Meaner Charger has this feature, it is however only designed to afflict incapacitated survivors.
Then there is the E3 Charger, the only problem is that the E3 Charger utilizes a whole divergent infrastructure that will not work well with this mod.
These attacks are not impossible to make though, although the projectile from the flurry attack would be a tad gimmicky to code; to ensure it works with the AI tank too.
Generally you can only work with animations which the game provides, otherwise it is technically possible to compile their animation models with extra animations... that'd perhaps fit that criteria you speak of.
