I've tied that to happiness. Giving extra gpt for specialists would not be unreasonable, but Junkyard America is meant to run at a deficit once you hit big-brother-government endgame. If anything, I'm worried that it may be overpowered.

Have you taken a look at mods like the Mussolini and ♥♥♥♥♥ Snake mod? You might be able to put in script in random events,unique resources,or quest decisions to make your civ more interesting.
