The name of the ritual is "Rite of Necrotic Ascendancy"
it's a level 3 ritual that requires a Lich and can only be cast in temples.
The spell isn't free meaning you will have to spend some hands of glory to unlock it along with other tier 3 rituals if you're not lucky enough to have it appear on it's own

I'll probably add some constraints like the ritual can only be cast once, in the land of Frost (Ice Elemental Realm) on the terrain of one of the Frost Queen's old Citadels. Of course, you'll have to take this Citadel by force from the current inhabitants. After capturing it, one of the Frost Queen's chosen can perform the ritual in the newly captured Citadel.
With conditions like this, the queen will be a very powerful unit. The chosen are already powerful so imagine their master.
Other than that, most of what I did was give more mid-endgame options to necromancer and witch. By that time you'll be strong anyways assuming you're not totally losing.
To answer your question though, this is just an extension of the Overhaul Mod, so balance is in relation to that mod not the vanilla game.

This mod requires the overhaul mod to be active as well, but even with the overhaul mod, I don't recall seeing such a situation.
