I mentioned it earlier. With Iberian Twilight announced, I didn’t want to start working on new systems only for them to be replaced later by Paradox’s own system.
Is there any way around to fix it?

1. Nope, it has been made dynamic using the political movement system. The Carlist War trigger when the political movement revolts. Although usually the northern states are the ones that revolt, sometimes, for example, Aragon can remain loyal to the government while Galicia joins the Carlists, but yes, demolish barracks in the northen states it’s a valid strategy for weakening the Carlist movement.
2. Yes, you can move it there. But keep in mind that this would strengthen the Carlist cause by giving Navarre extra political power.
3.Nowadays, a lot of mechanics are broken when forming Iberia. It’s one of the things I want to fix after the release of Iberian Twilight.
Carlist Wars: Are the uprising states scripted/fixed? When the second Carlist war fires, do they spawn in the same historical strongholds (Basque, Navarra, etc.)? I'm planning a strategy: is it viable to demolish barracks in those states (or just not build new ones there) to reduce the number of battalions that defect to the rebels?
Capital: I like moving my capital to Navarra for economic reasons. Does this break any of the mod's scripted events or journal entries that might be tied to Madrid?
Iberia Formation: If I form Iberia before finishing all the unique Spanish journal entries, do those JEs carry over to Iberia, or are they removed (ending the mod's content)?
