Possibly yes.
I suck at coding, so issues with other mods that uses Buildings_Security.xml is likely to happen.
However, if you want, you can modify the numbers in the vanilla file yourself and it MIGHT work with other mods.
1.Make sure to unsubscribe this mod.
2.Follow instructions from Acclamator's comment for custom settings!
For fire rate:
Step1: deactivate the mod in Rimworld
S2: close Rimworld
S3: make a copy of:
\Steam\steamapps\common\RimWorld\Mods\Core\Defs\ThingDefs_Buildings\Buildings_Security.xml
S4: put it somewhere where it does not interfere, like your desktop
S5: open:
\ThingDefs_Buildings\Buildings_Security.xml
Step 6: seach for: mortars
S7: scroll down till you find: "<turretBurstCooldownTime>28.0</turretBurstCooldownTime>"
S8: alter it
( for example: <turretBurstCooldownTime>5.0</turretBurstCooldownTime> shoots every 5 seconds + aim time of 4 seconds = 9 seconds + ammo aquisition)
For accuracy:
S1: same
S2: same
S3: same: \ThingDefs_Buildings\Buildings_Security.xml (you only need a safty copie of the original)
S4: same
S5: open:
\RimWorld\Mods\Core\Defs\ThingDefs_Buildings\Buildings_Security.xml
S6: seach for : Mortar turret
S7: same: "<forcedMissRadius>13</forcedMissRadius>"
S8: alter it

The mod "Turret Collection" is someone else's mod, so I can't just go ahead and make a mod using their assets and code structure without their permission.
And like you said, updating this mod is difficult since both of the original and current author of this mod seem to be inactive.
So I don't think I can get a permission to do anything... Sorry :(
Also I'm don't understand the code of this game, I just replaced the values ;)

Just download it from the green button at the top right that says "Clone or download", and click "download Zip". Extract it and take whatever version of Accurate Mortars, and put it in your "Mods" folder!(Steam\steamapps\common\RimWorld\Mods)
they blew up half of my colony's buildings, but in the end i landed an HE shell on their ammo and blasted them to pieces
without this mod 90% of those shells would have landed off in the sticks somewhere

This mod also increaced (x2) the damage amount dealt by the mortar shells, since that was the default value until A16. However, I tought it was time to follow the dev's standard, so I didn't modify the <damageAmountBase> for this update.
You still can override the value by going into "Items_Resource_Shell.xml" and replace the line
<!-- damage amount is the damage def default -->
with
<damageAmountBase>*whatever*</damageAmountBase>
Built it but havent used it
The max range of the mortars should be infinite (500 tiles to be exact). Also, you can't shoot too close to your own mortar, and make sure there's no roof over your mortar.
Are you running any other mods? If so, change the load order or disable other mods and try.
There was an oversight in the code from the last update that allows it to override the cooldown for ALL of the mannable turrets.
I've reverted the mod to fix it.

Is it a problem with the mod or did something else break?
I just updated the mod so that the <damageAmountBase> is reverted back to 100 like in A16.
