@BloundSmith: It's supposed to unlock new quests from the tech scientist when you clear certain story missions. If those aren't showing up be sure to double check your spelling of the tech names when using commands. I had someone else mess that up as well. If that still doesn't work then the mod probably didn't actually install. You can try the Starbound forums download if it still doesn't work after a while. Otherwise I don't know what to do about it.

I made that to give modders an easier way to get techs to players. A way that doesn't have to rely on quests (but you still can) nor admin commands. You can do it in a very simple way, or utilize a number of options to finely control unlocking and enabling.
I'd be glad to explain anything that isn't already clear enough about it. Supposing that interests you in the first place.
There's already something with that sort of specificiation in the Frackin' Universe mod.
