It works with this, so I don't think it's a performance issue.
Since MODs have dependencies, try unlocking a certain number of them at once, starting with the one with the highest number.
For example, if you have 300 + 1 (this MOD), you can unlock 250-300 MODs and try it on the map above.
If you do this and it crashes when you use this mod, suspect one of the mods in 1-250.
In that case, the next test will be to subscribe to both 1-200 and this mod. If it doesn't crash, suspect a mod in 201-250 and try to find out which one it is. It will take quite a bit of time, but that's what I would do.
Add Town Builder to this save data (300 MODs + Town Builder) and determine whether it works.
