This post is more detailed, however most of it become outdated, as game got updated, some of them got fixed. Minimum wage laws part is current and does explain a different explanation to my games. However, conclusion is same as mine. Wages go up. Minimum Wage is bugged.
Unfortunately, I believe issue is not moddable. How building_minimum_wage_mult works is unmodifiable.

I think @𝓐𝓵𝓹𝓱𝓪 means wage inflation that results of a bug:
Minimum Wage increase mechanic is broken. Game increases everyone's wages, not just bottom. This reduces profits everywhere, but still not broken, however Combined with Welfare Payments, your economy eventually crash.
If you have massive profitable buildings and almost no unemployment or Peasants, This Scenario Happens:
1- Wages start to increase more and more: 75% Minimum Wages increases everyone's wages, which causes average wage to rise. New updated 75% Minimum Wage causes Wages to rise again. It's a very bad feedback loop.
2- Eventually buildings start to become unprofitable, they fire Pops. This would start to rise Peasants and unemployment. Which eventually reduce Average Wage enough that, it would become balanced and Wage Inflation would stop. Wages would be high, economy would be worse than before, but you can survive.
However together with Welfare Payments, your economy crash at Step 2.
This sounds somewhat intended but i'm rather interested in seeing this effect in action. If you can give me a save file or post exact methodology on how to replicate this I'll spend some time investigate
