Keep in mind, statistically, if ten percent of a population is radicalized enough to take up arms, even if the government holds, it creates an insurgency incapable of being ended. Just ask FARC. Heck, one percent creates a permanent insurgent presence, but not one capable of destabilizing beyond targeted hits.
