Thank you MrBlazzar for taking your time. I still have a preference toward the top but I have since then avoid using the diplomacy screen to declare interests. Thank you for responding!

TBH this isn't really needed as before it was done because the declare interest moved below the base screen due to how many interests you could get but now it's always locked at the bottom of the screen so it's fine as is

I'll see if I can since I don't technically have the source files anymore. If I can't just update this page I'll update the mod and upload it as a new one.

Declare Interests Button on top is included in Victoria III Improvement Collection 維多利亞三世改進系列 (V1.1.0 12/26/22). With 88 working mods. I provide you with the order list you just copy and paste, No sorting manual work needed, enjoy!

Are you able to put the whole interest menu below the diplomatic relations menu?
