Declare Interests Button on top

描述
Simple mod that moves the "Declare Interests" button to the top of the diplomatic view.

For some reason paradox put this button at the bottom of the list and have the list ever expanding. They also made the strange decision not to save your current location in this gui so it always puts you back at the top so you need to scroll through a ever expanding list every time you get a new slot to declare interests.

I just move it to the top because it seems that is a good place for it to be.

Conflicts with anything that edits the diplomatic_overview.gui file as I don't know of a way to do it without editing the entire file unfortuantly.

Thank you MrBlazzar for taking your time. I still have a preference toward the top but I have since then avoid using the diplomacy screen to declare interests. Thank you for responding!

TBH this isn't really needed as before it was done because the declare interest moved below the base screen due to how many interests you could get but now it's always locked at the bottom of the screen so it's fine as is

I'll see if I can since I don't technically have the source files anymore. If I can't just update this page I'll update the mod and upload it as a new one.
