That said its really finicky because of all the access points making it difficult to actually place them because the building most be place on the border, BUT, with all access points within the republic
Noting in the comments about the possibility of fire being an issue.
trying to build up the republic while watching a max of like 6 trucks A DAY get handled by a custom house is like watching paint dry.
this mod brings warm feelings to my heart
I use a couple of water trucks as mobile water substations, and that should be fine for most early uses. The intention of the water and sewage stations is that in most cases you would put them alongside a Customs House, so that the water/sewage trucks wouldn't be getting in the way of the trucks transferring goods. But once you can construct your own well, then I would go with that (free water) rather than continue to buy from the border.
