no. the maps navmesh decided where populations are used.
the population file just determines what ci spawn in the population.

just go ahead and swap the entire hospital population to riotcop and you will see him show up there, unless you didn't evenb pack the mod properly to begin with.

but i honestly don't want the comment section of this mod to turn into a debugging session.

No. I'm just saying if no maps use the population, they won't show up, and if you don't know where the population is used, you wouldn't find it either.

So you'd need to check where the population is that you want the riotcops to show up and modify that population.

that would be correct, yes.
But the maps also need to to be made to use the population. I don't know where specifically they use the c8m2 population. You can try outright only using riotcop, just to test.

all the values in each population must add up to 100.
If you add one with a weight of 5, you must subtract a total of five from all others. Else the script won't be accepted.

I was quick to give up alas. I edited population.txt and added "common_male_riot_l4d1 5" to all the campaign chapters I thought he'd fit nicely into but I guess that's not enough. Even tested it with 100 value to make sure I wasn't going crazy but he just won't spawn.

I don't know of any off the top of my head.

Is there..like, I dunno. An addon that JUST adds him ALONE to the populations of L4D1 campaigns?
I can't find a single population addon that includes him. And if I can, he's mixed in stuff I don't really want. I just kinda want an addon that adds all the L4D1 Uncommons to be more..Common (lol)

late to the party, but IIRC: the reason they used the Jimmy Gibbs decals was to keep the look of a "Badge", while complying with specific censorship laws regarding negative depictions of authority figures in Germany and Australia. (with the decals, they aren't even ambiguously Police or Security, they're now excusable as some weird Megacorp Soldiers)

in the end, I recall it worked for one country, but not the other.
