the population file just determines what ci spawn in the population.
just go ahead and swap the entire hospital population to riotcop and you will see him show up there, unless you didn't evenb pack the mod properly to begin with.
but i honestly don't want the comment section of this mod to turn into a debugging session.
So you'd need to check where the population is that you want the riotcops to show up and modify that population.
But the maps also need to to be made to use the population. I don't know where specifically they use the c8m2 population. You can try outright only using riotcop, just to test.
