There's a vanilla bug that causes issues like this (not just artifacts, it can happen to other game assets or elements, but artifacts seems to be the most noticeable). It has been previously reported as happening with TCs or large modlists, so there's suspicion among some modders that it might have to do with memory limits or something like that when you have a lot more stuff in the game. Nothing really much I can do until PI fixes it.

I mentioned in your other comment but just in case anyone else sees this, you can download the older versions of RICE off of GitHub (see top of the description for the link). It has every version of RICE.
As I won't have access to my main PC for a couple days, if another hotfix is needed, it will likely come out later this week or this weekend.
@ClawofBeta I don't anticipate any issues with 1.18.2, some players had been running the RICE beta with 1.18.2 beta fine without problem
@Obsidious Yeah this is unfortunately a common issue the larger a mod gets (I get hit with it a lot with EPE for some reason).
Either way, a restart works, again, in case anyone has similar issues. If you don't immediately see evidence of RICE when starting a new game, I'd recommend closing and reopening the game so that you don't lose your save next time you open the game and RICE does load.
Not sure what could be causing that, whether it's with the mod or with me, but I have the game set up to only update on launch while also blocking background downloads while playing, so it could be that.
