I'm agreeing with the recent comments here as well, there's just.... I would call it "hype without a brain" for requests for Duterte and Marcos leaders.
Objectively speaking, those two, even combined, haven't really done much to stand out, at least by the standard of official Civ6 leaders. I can't even conceive of any good leader abilities for those two. At best their bonuses would be lackluster and quite boring, and at worst, not only completely useless, but harmful to the playstyle the Philippines is supposed to have in civ6, giving it a weaker game than usual. (Also how on earth is one supposed to turn a war on drugs into a leader ability, let alone a good/interesting one?)
If one really wants to know their real historical significance, just ask any Filipino living in the year 2122.
