Added "generate_home_system_resources" to populate a few starting mining/research stations. This was a 2.0 change that was missed initially.

Deleted references to deprecated "add_resource" effect. Planets now call "generate_start_buildings_and_blockers" to get their starting tiles.

- The remaining segments of the "Destroyed Ringworld" can be repaired
- Ringworld segments now use localization strings for names

Updated for 1.5 compatibility.

Changed starting tiles to be in line with current base game parameters:
-Capital Tile now generates 1 energy, instead of 1 food/minerals.
-Starting buildings are now 2 farms, 2 mining networks, 2 power plants, and one science lab.
