Proper fix for laborer camps failing to generate due to the pawn generator not being able to generate a violence capable pawn.

Removed highmates from the faction xenotype composition. All the pawns that could previously spawn as highmates will still do as the odds for that were defined by the pawnkinds, this just prevents stuff like Ideology trying to generate a combat-capable mining outpost habitant as a highmate.

Troops from the city states will now wear camo appropriate to their surroundings.

Tweaked event firing logic to not fire certain ally events while hostile to the city states.
Ceremonial killing of the envoy will now instantly set your relations to permanently hostile.
