Toned down ease of making Military allies. Ai will be less likely to group around capitals and move armies around more as defensive behaviour was too high.

Reworked all the Technology research. AI will research tech better. Ai will make more Armies. Ai faction armies neighboring an allied faction Will help protect those allies regions. Ai is more aggressive overall and will attack with multiple armies. Diplomatic relations between factions improved as they will make more alliances. Re balancing of some units from factions as they were to weak. CAMPAIGN IS NOW VERY VERY ACTIVE. THERE IS WAR WAR WAR!

Raised chance of of getting Defensive and military alliances and non aggression pacts by 5%. Lowered changes of rebellions by 20%. Ai will focus on region development and consolidation boarders more.
