-Made sure this loads after Project Ancient Cosmos in preparation for a standalone patch

Updated the mod's internal name to preserve compatibility with TrueSpace submods.

Fixed the Peacekeeper station not generating and the bounty quests not starting. I couldn't identify what was causing the bug but when I re-made the associated file it magically fixed the problem, at least for the 10 or so test characters I tested it out with. Please let me know if you encounter this bug in the future.
