updated metadata for 1.11

-removed the infamy penalty for claims on the states of Austrian empire, because there is already a 70 infamy penalty to have Austria integrated in Germany from a new 1.10. event

-updated state requirements for yugoslav cultural unification (HRE) with the new states (west serbia, east serbia & kosovo)
-added a requirement for alemannic and east german question journal entries. You are not allowed to have north or south german culture to complete them. This forces you to do the german cultural unification before you can integrate alemannic or east german even when you already have the german culture from being the HRE.
(The HRE needs to have german culture and also italian from the start, so you can form it even after you did german/italian cultural unification as germany/italy. Other wise you would not be able to form the HRE, since you lost the vanilla cultures.)

-removed germanic trait, because there is now a germanic language group in vanilla
-note: You can now only have one language trait. This had consequences:
E.g. Iberian culture has now only the hispanophone trait and no longer the lusophone.

Changes to India:
-added cultures that received "indo-aryan" in 1.9 to the indian cultural unification (e.g. nepali)
-removed "baluchi" from the indian cultural unification even though they are a primary culture of india
-added a option to remove "baluchi" as your primary culture OR to keep it and expand until you can unite the iranian culture aswell

-small changes and fixes for the German localization
-fixes for the iranian and turanian event code

updated metadata to view 1.9.* as compatible version

-Federation of the Andes can integrate other spanish cultures in america
-It can reinstall the andean culture, when north/south andean cultures have seperated
-When all spanish-american cultures are integrated you are able to unify them
-After that: When you have annexed all lusophone (portuguese-speaking) homelands in south america, you
can unify them into latin-american.
-decisions to make few non-latin states in south america your culture when you fully own them
