Reworked buffs because whole ship buff did not allow targetinag defensive structures like shields to be decoupled. This needed to be done to prevent over charging shields in the ETTM companion mod.

Lowered Large Reactor power production

A minicore and a substation have been added. Maybe I'll make a medium and large substation someday

Gold coils and factories introduced. These will be used in the future weapons mod as well.
Increased power output of large reactors including EU used in their production. Follows the rule of every 8 EU used in a reactor triples power output.
Added editor groups for area and whole ship to make it much easier to tell which set of reactors are which.

Lowered the command cost of whole ship powering large reactor by 100.
Added in 3 new starting options. Ships to go along with them will happen later. Enjoy being able to afford a small space station.
