significant performance optimization!
line of fire improvements:
- bandits no longer unable to shoot targets near door
- shooting bullets will now thump doors and barricades with scary sound effects
shove attack spam fix

sandbox options changes:
- no friendly chance setting, instead:
- enemy behaviour has more options which determine both friedliness as well as behavior ai
- introducing enemy random bandit with no raiders
- introducing indifferent friendly npc

more sandbox:
- sandbox option to turn off road blockades
- sandbox option to set maximum amount of house defenders (before the option it was hardcoded 24), now 16 and can be reduced more.

permanent bandits - for now works only for babe in bwo, in future for all frienlies). the idea is that despawned friendly due to player moving to different cell will return home and never get lost.
