Fixed an issue where no one would join a war when it was declared, including allies on both sides. They should now be almost guaranteed to join the fight.

-The priority of attack and capture of dark fortresses by the forces of chaos has been modified, this corrects the problem of Sigvald and Archaon not capturing their respective fortresses in the first turn and should also make these factions focus more on said cities (I dont have much time to test this last part so any comments on this would be welcome)
