Mors Longa (1.4.7) - Bullet Types and NPC Anatomy

This update introduces a new "bullet types" system and improved NPC skeleton/flesh structure.

New:
- New bullet types system including FMJ, Tracers, AP, API, and APE for all guns.
- NPC joints are now proper bone-to-bone connections. This prevents NPCs from dying too easily from joint shots.
- NPC flesh is now a soft layer on top of harder bone that works in tandem with the new ammo types.
- Added prototype friendly juggernaut NPCs. Spawn: DEBUG MENU (backspace) -> SPAWN NPCs (top right corner) -> test juggernaut.
- Added option to spawn NPC vehicles. Spawn: DEBUG MENU (backspace) -> SPAWN NPCs (top right corner) -> enemy vehicle.
- Added faction based NPC pain yelp and death sounds.
- Added options screen to the built-in Teardown mod manager.
- Backend file organization and mod structure cleanup.
- Added improved limb based player hit/hurt sounds.

Fixes:
- Cultist eyes now go dark when they die.
- Slightly improved friendly NPC AI.
- Enabled the built-in fire extinguisher tool.
- Fuel cans no longer play liquid pouring sound when empty.
