- tweaked divisions and added mace units to ger divisions
- improved sabotage scripts
- fixed off map notifications not working
- adjusted defense budget for different defense levels. Will try to address tons of elite inf at level 1 in the future

- Implemented AI divisions
- Sabotage chance event: Percentage chance that the AI will sabotage their vehicles when they abandon them. This makes them dangerous for scavenge. Current 30% chance the event will happen on unfair difficulty, and 25% chance on hard, 20% chance on normal, etc.
- polished some maps
- added AI signaller to all divisions
- fixed poor performance in bot_wavesystem file
- added a dummy file bot_mod_configuration that can be used in other mods to overwrite conquest_config.lua variables. This makes it easy to maintain compatibility in official compatibility patches (edited)
- moved all modified inf breeds to inf_nation_ce.set file
- Made defender emplacements crewable, but not scavengable
